How do I apply mineral eye shadow to my eyelids so it doesn't dust-off onto my under eye area?

Details:

I have high cheekbones and deep-set eyes, which seem to accentuate my dark under-eye circles. Thankfully, the bareMinerals Light foundation and Well Rested Eye Brightener have worked miracles with reducing my dark circles! Unfortunately, the neutral bM eye shadow I purchased always flakes off the applicator tip and lands underneath my eyes, making my eye circles darker than they already are. This seems to happen regardless of how many times I try to tap-off the excess shadow from the applicator tip. What am I doing wrong??? Please help, I LOVE bareMinerals and I also love eye shadow!
